1. What is the GeM Portal?

The Government e-Marketplace (GeM) is India’s flagship online public procurement platform, launched by the Ministry of Commerce and Industry in 2016. Governed by Rule 149 of the General Financial Rules (GFR) 2017, GeM mandates that suppliers meet defined credential requirements before they can sell to the government. 2. Who Can Register as a Seller on GeM?

Any legally registered Indian business entity or individual supplier with valid documentation can register as a seller on GeM. The platform broadly classifies sellers into three categories:

3. Documents Required for GeM Registration

4. Step-by-Step GeM Seller Registration Process

The official GeM registration portal is https://gem.gov.in. The process is entirely online, paperless, and typically completes within 1–3 working days if documents are in order. For OEMs requiring Vendor Assessment, the total timeline extends to 7–20 working days.

  1. Visit gem.gov.in and click ‘Sign Up’ under the Seller section.
  2. Enter and verify your Aadhaar-linked mobile number via OTP.
  3. Enter PAN details – the system auto-validates with the government’s PAN database.
  4. Provide GST details and link your GSTIN.
  5. Add bank account details and complete penny drop verification.
  6. Upload required documents (MSME/Udyam certificate, authorization letter etc.)
  7. Complete business profile 0 name, nature, turnover, contact details, and office location.
  8. Pay Caution Money (refundable security deposit – see section below).
  9. Undergo Vendor Assessment if you are an OEM or service provider (or apply for VAE if eligible).
  10. Once profile is verified, list your products/services and start receiving orders.

5. Caution Money – What It Is and How Much You Pay

Caution Money is a one-time refundable security deposit that every GeM seller must pay before they can list products, participate in bids, or accept orders. It acts as a filter to ensure only genuine and committed businesses operate on the platform and is not a fee – it is returned when you deregister from GeM.

Payment is made via NEFT/RTGS or through online net banking into a dedicated GeM virtual caution money account (currently through Axis Bank, ICICI Bank, or HDFC Bank). The balance is visible on your seller dashboard and can be forfeited partially or fully if you: cancel orders without valid reason, withdraw a bid within its validity period, fail to execute a GeM contract, or fail to furnish Performance Bank Guarantee (PBG) as required.

Categories fully exempt from Caution Money include: MSE Women Entrepreneurs, MSE SC/ST Entrepreneurs, Artisans and Weavers, and DPIIT-recognised Startups. Self-Help Groups (SHGs) are also typically exempt.

6. GeM Vendor Validation Policy – Key Provisions

The Vendor Validation Policy defines how GeM certifies the credentials of its sellers. Validation happens at three levels:

  • Vendor Profile – personal identity, nature of business, financial and professional status
  • Vendor Functional Profile – supply capability and past experience
  • Vendor Performance in GeM – dynamic rating based on transactions on the platform

6.1. Vendor Profile Validation (Database-Linked)

Where third-party database data is not available, the information is validated by the approved Vendor Assessment Agency.

6.2. Vendor Functional Profile – Third-Party Vendor Assessment

Manufacturing and supply capability of OEMs, and credentials of service providers, are validated through an independent, approved third-party Vendor Assessment Agency. As per Annexure-I of the Vendor Validation Policy v3.4, the currently approved agency is RITES Ltd.

Assessment is done at two stages for OEMs and re-sellers:

  • Desktop Assessment (Common for all vendors): Physical existence, experience, documentation for manufacturing/authorization from OEMs, supply capability, and other profile information not validated via database.
  • Video Assessment (OEMs only): Manufacturing process, manufacturing capacity, and quality control assessment.

The validity of Vendor Assessment is 3 years. All vendors must get fresh assessment done within 3 years from the date of their last assessment. Vendors should apply for reassessment at least 2 months before expiry.

7. Vendor Assessment Fees

Vendor Assessment fees are paid directly to RITES Ltd. (the approved Vendor Assessment Agency). The approved fee structure is as follows:

Service providers are also validated through the Vendor Assessment Agency. Once validated, any further update to a service provider’s profile will again require re-verification by the agency.

8. Simplified Assessment for Vendors with Turnover Above Rs. 500 Crore

As per Clause 3 of the Vendor Validation Policy, vendors with an annual turnover of more than Rs. 500 Crore in any one of the last 3 financial years are eligible for a simplified Vendor Assessment process.

Such vendors need only submit:

  • Basic vendor profile details
  • Land Border Compliance declaration
  • GeM category-related documents / certifications (if applicable)

Their line of activity is assessed via video assessment. Any other document typically required on the VA portal is optional. If documents are not available, these vendors may submit a self-declaration confirming their ‘More than Rs. 500 Cr. company’ status – which will be validated from their GeM profile ITR data.

9. Vendor Assessment Exemption (VAE) – Who Qualifies?

Certain categories of vendors are exempt from Vendor Assessment. GeM has defined a set VAE criterion. If GeM modifies the exemption criteria, affected vendors must get their assessment done within one month of notification of the revised criteria. The inclusive list of VAE categories is:

  • Central / State PSUs
  • Sellers who are Registered Societies, Trusts, or other bodies with Government Representation — applicable only for re-sellers (NOT for OEMs – amendment in v3.4)
  • KVIC, WDO, Coir Board, TRIFED
  • OEMs holding a valid BIS License (CML) for the product category – validated through the BIS database; valid for 3 years or until the CML expiry, whichever is earlier. Vendor must notify GeM if BIS licence is cancelled.
  • Vendors recommended for exemption for specific categories by any CPSE, Central or State Government Department / Authority – subject to prerequisites (see below)
  • Vaccine manufacturers as per list provided by the Ministry of Health & Family Welfare
  • Drugs/Medicine manufacturers with Notarized Undertaking and Valid Drug Licences from the issuing Drug Authority
  • Medical Device manufacturers with Valid Manufacturing Licence from the issuing Licensing Authority
  • OEMs holding a valid CMVR (Central Motor Vehicles Rules) certificate — newly added in v3.4
  • Any other category notified with the approval of CEO-GeM

Prerequisites for buyer-organisation-recommended VAE: (a) Vendor(s) and procurement item(s) must be recommended by the Competent Authority at the buyer organisation; (b) Category must be approved by GeM’s Functional Head (Catalogue Management); (c) The exemption must be verified by the Vendor Assessment Agency (or any other agency) with both the Nodal officer at the buyer organisation and the Category Manager at GeM.

Important: Vendors applying for VAE should refer to the ‘Guidelines and Documents for Vendor Assessment Exemption (VAE) application’ available at: Vendor Login > My Account > Vendor Assessment > Assessment Exemption Documents.

10. Special Rules for Re-Sellers (VA / VAE Applications)

As per Clause 4 of the Vendor Validation Policy, VA and VAE applications from re-sellers will be processed only for those product categories where the corresponding OEM holds a valid ‘OEM dashboard’ on GeM. If the relevant OEM is not present on GeM with a valid OEM dashboard, the re-seller’s VA or VAE application is liable to be rejected.

This is an important new provision that re-sellers must check before applying for vendor assessment. If your OEM is not yet on GeM, the path forward is to encourage your OEM to register first.

12. Important Notes for All GeM Applicants

  • Update your profile before applying for VA/VAE: All information in your GeM profile must be current and accurate. Documents submitted must match your GeM profile details.
  • Respond to queries promptly: Failure to respond in a timely manner to queries raised by the Vendor Assessment Agency may lead to rejection of your application.
  • Validity tracking: Vendor Assessment is valid for 3 years. Apply for renewal at least 2 months before expiry. Once a new VA report is received, the old report becomes invalid.
  • OEM and Reseller distinction: Only OEMs can list new product brands on GeM. Resellers must be authorised by the OEM and can only sell products where the OEM has an active OEM dashboard on GeM.
  • Payments are prompt but conditional: Payments are processed within 10 days of delivery acceptance through PFMS. Ensure deliveries are on time and invoices are accurate to avoid delays.
  • Profile is permanent but compliance is ongoing: GeM registration does not expire by itself, but your account can be deactivated for non-compliance. Keep GST, ITR, and other profile data updated every year.
